Fee Rules 2022/23 (Undergraduate)

July 2022

In July 2022, The Open University made an amendment to the Fee Rules (Undergraduate) 2022/23 for the first time.

The change made:

  1. amendment of fee cap quoted in section C1.2 from £6935 to £6750

This amendment was to rectify an error; students will not have been charged this higher fee if they have already registered onto 120 credits for the upcoming 2022/23 academic year.

March 2022

In March 2022, The Open University published the Fee Rules (Undergraduate) 2022/23 for the first time.

This document sets out the rules that affect the fees, Fee Liabilities, Fee Refunds and Fee Credits for Students studying undergraduate modules or qualifications. They explain the circumstances in which you may receive Fee Refunds or Fee Credits, The Open University’s Discretionary Fee Refunds and Credits policy, when you will become liable to pay fees, as well as what The Open University might do if you do not pay your fees.

The changes made:

There have been several significant changes to this policy:

  1. Scope Section has been amended to remove the sentence highlighting changes required to Appendix 1. The Scope has been amended to cover all undergraduate students.
  2. Professional Development (PD) courses have been added to the ‘out of scope’ section.
  3. New Sections added entitled “Commitment to Equality, Diversity and Inclusion at the Open University” and “Safe Space Reporting”.
  4. Removal of sentence in A2 which refers to passing on efficiency gains and cost savings.
  5. Clause B5.4.1 has been amended for clarity.
  6. Clause B5.4.3 has been amended for clarity.
  7. The maximum fee in Clauses C1.2 and C1.4 have been updated.
  8. Clause E10 has been amended for clarity.
  9. Clause F6 has been amended for clarity.
  10. Clause K4 now includes reference to the Republic of Ireland.
  11. Glossary entries have been updated as follows: ‘British Overseas Territories’, and ‘Lapsed student’.
  12. Contact details for the Residential Schools team have been added.
  13. Amendments to ‘Further clarification’ section.
  14. Ap1 2.6.2 now states “You have been granted settled status in the UK (i.e. not on a temporary visa (indefinite leave to remain, indefinite leave to enter or settlement)”;
  15. Ap1 2.6.3 has been added for family members of a national from outside of the UK, EEA and Switzerland who have been granted a settled status;
  16. Ap1 2.6.4 and Ap1 2.6.5 have been added for those eligible to pay a UK fee.
  17. Ap1 2.6.7 (was Ap1 2.6.4) has been amended to add “or you have relocated to the UK from Afghanistan and have been granted leave to remain under the Relocation and Assistance scheme”. Bullet point a) has been amended to include reference to Wales. Bullet point c) has been amended to replace ‘refugee status’ with ‘granted Humanitarian Protection, Stateless Person leave or leave to remain under the Relocation and Assistance scheme’, and ‘asylum application’ with ‘Home Office application’.
  18. Clause Ap3 8 has been amended to add detail about circumstances that are outside your control which affect your participation in or performance at a residential school.
